Assessment Validation: What You Need to Know to Validate Assessments

Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.

It suggests that validation takes place before and after the assessment. This article focuses on the first type—assessment tool validation.

An Overview of the Two Types of Assessment Validation

Understanding Assessment Validation

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Our focus in this article will be on assessment tool validation.

Methods for Conducting Assessment Tool Validation

Having reviewed the two types of validation, let’s dive into the specifics of assessment tool validation.

Timing for Conducting Assessment Tool Validation

The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.

You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- when resources are updated
- your new training products get added on scope
- course gets reviewed against training product updates
- identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority's risk-based approach means RTOs should carry out regular risk assessments. If students complain about learning resources, it's an ideal time for assessment tool validation.

Which Training Products Should You Validate?

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.

Starting Assessment Tool Validation: What You Need

Educational Resources

For validation of your assessment tools, you will require the full set of your learning resources:

Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.

Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.

Validation Committee

Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.

Together, your validation panel should possess:

Vocational competencies and current industry skills relevant to the unit being validated

Up-to-date expertise and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool helps in both the validation process and documentation. It facilitates seeing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

A more detailed template is recommended to thoroughly inspect each unit requirement and the assessment items that align with them. Below is an example:

Assessment Key Principles
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Basic Rules of Evidence

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work belongs to the candidate?

Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Be Consistent with Your Teachings

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

nappy change

prepare bottles, bottle-feed babies, and clean equipment

prepare solids and feed babies

appropriately respond to baby signs and cues

prepare and settle babies for sleep

monitor and support physical exploration and gross motor skills appropriate for the age

Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

All or No Competence

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What type of information can be included in a work package?

The answer can include:

Compulsory resources

Pertinent costs

Time frame for activities

Assigned roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.

Answers can include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, engineering

People – isolating, use of engineering controls, administration

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolating, engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
